Abstract

This study assesses the all-out battle against illegal gambling in Quezon City from the perspective of key stakeholders, including law enforcement, local officials, and community members. Using a mixed-methods approach, the research evaluates the implementation and impact of the Philippine National Police's anti-gambling campaign. Findings indicate the campaign has made moderate progress in raising awareness and improving security, but faces challenges such as weak community cooperation, resource constraints, and cultural acceptance of gambling. Significant differences in perceptions were found between stakeholder groups, with police rating the campaign more positively than barangay officials and residents. The study recommends strengthening stakeholder coordination, leveraging technology for enforcement, addressing cultural attitudes, and providing support services to enhance the campaign's long-term effectiveness. Overall, the research provides insights to inform policy and improve strategies for combating illegal gambling in urban Philippine contexts.
